TERMS OF REFERENCE

for Recruitment for the position of Project Coordinator under the Central Asia Regional Electricity Market Interconnection and Trade Project (REMIT)

1. General Information about the Project

Project Title:

Central Asia Regional Electricity Market Interconnectivity and Trade (REMIT) Project, Phase I of the Multi-Phase Programmatic Approach.

Implementing Agency:

Coordinating Dispatch Center "Energia"

Financing Agency:

International Bank for Reconstruction and Development / International Development Association (hereinafter referred to as the Bank).

Grant Agreement: Grant Agreement No. TF-D0247 (under the Multi-Phase Program).

Regional Components:

  • Component 1 – Pilot Regional Electricity Market.
  • Component 3 – Strengthening the Institutional Framework and Enabling Environment.

Duration of Phase I: In accordance with the Grant Agreement.

2. Objective and Scope of Recruitment for the Position of Project Coordinator

The primary objective of the Project Coordinator is to support the RPO Director on technical aspects of Project implementation, ensure effective coordination and supervision of the Regional Components of the REMIT Project, and maintain interaction with the Bank, the Regional Steering Committee, and other stakeholders, including:

  • operational management of the Regional Project Office (RPO);
  • supervision of the implementation of the Annual Work Plan and Procurement Plan;
  • coordination with the Bank, the Regional Steering Committee, and National Implementing Agencies;
  • ensuring compliance with the Bank’s fiduciary, environmental, and social requirements.

3. The Coordinator's Position in the Management Structure

The Project Coordinator:

  • is a member of the Regional Management Office (RMO);
  • reports to the RMO Director;
  • interacts with the Director of the Implementing Agency;
  • coordinates the work of RMO specialists (procurement, financial management, E&S, monitoring, etc.);
  • ensures the preparation of materials for the Regional Steering Committee (RSC).

4. Main Duties and Responsibilities

4.1. Coordination of Project Implementation

  • Support the RPO Director on technical aspects of the Project, including preparation of comments, technical recommendations, analytical notes, presentations, and other materials.
  • Prepare initial drafts of the Annual Work Plan and oversee the preparation of the Procurement Plan and Annual Project Budget.
  • Assist the RPO Director in coordination with the Regional Steering Committee (RSC), the Bank, other financing organizations, and Project participants.
  • Analyze Project implementation progress and inform the RPO Director of risks hindering successful implementation.
  • Prepare reports, presentations, and project documentation and inform the RPO Director and stakeholders accordingly.
  • Ensure communication and coordination among Project teams, stakeholders, and external consultants to align activities with Project objectives.
  • Provide technical support to the Director of the Implementing Agency on Project-related matters.
  • Support the Director of the Implementing Agency and the RPO Director in mobilizing additional resources for implementation of Regional Components, informing partners about Project progress, and preparing the necessary documentation for international organizations.
  • Organize meetings, seminars, conferences, training sessions, and other events, including agenda preparation, invitations, and facilitation of sessions.
  • Conduct regular monitoring and evaluation of Regional Components implementation, including collection and analysis of PDO indicators and intermediate indicators.
  • Participate in implementation support missions, mid-term and final reviews, and technical meetings with the Implementing Agency, the RSC, and international partners.
  • Assist the RPO Director in preparation of the Implementation Completion and Results Report (ICR).
  • Perform any other tasks assigned by the RPO Director related to technical aspects of Project implementation.
  • Perform other duties related to the position.

Implementation of Component 1

  • Supervise and coordinate all activities under Component 1, including planning, implementation, monitoring, and reporting.
  • Prepare draft Terms of Reference (ToR)/technical specifications, coordinate preparation of Bidding Documents, evaluation reports, and other procurement-related documents; ensure timely review and approval in accordance with the Procurement Plan.
  • Support the RPO Procurement Specialist/Component Consultant in preparation of the technical sections of procurement documentation as предусмотрено in the Project Manual.
  • Cooperate with stakeholders, consultants, regional electricity market participants, government authorities, and international organizations for effective implementation of Component 1.
  • Coordinate the work of selected consultants and monitor the quality and timeliness of their services in accordance with contracts.
  • Coordinate the development of the regional electricity market and inform the RPO Director of emerging issues and required decisions.
  • Monitor progress toward intermediate and final indicators, identify risks, and propose mitigation measures.
  • Prepare and submit detailed implementation progress reports for Component 1 to the Bank and other stakeholders.

Implementation of Component 3

  • Support the RPO Director in coordinating activities under Component 3, including planning, implementation, monitoring, and reporting.
  • Upon request of the RPO Director, prepare draft ToRs/technical specifications, coordinate preparation of bidding documents, evaluation reports, and other procurement documents.
  • Ensure effective utilization of training materials and institutional capacity-building tools under Component 3.
  • Monitor progress, identify risks, and propose mitigation measures.
  • Prepare and submit detailed implementation progress reports for Component 3 to the Bank and other stakeholders.
  • Monitor contract implementation and achievement of Project target indicators.
  • Coordinate the work of consultants and contractors.

4.2. Planning and Reporting

  • Preparation and updating of the Annual Work Plan.
  • Participation in preparation and updating of the Procurement Plan in the STEP system.
  • Preparation of:
  • semi-annual Project Progress Reports (PPR);
  • Monitoring and Evaluation (M&E) reports;
  • materials for the Bank’s mid-term review;
  • information for IUFRs (jointly with the Financial Management Specialist).

4.3. Interaction with the Bank

  • Preparation of materials for Bank missions.
  • Ensuring timely response to the Bank’s comments.
  • Participation in videoconferences and working meetings.

4.4. Procurement (Coordination Role)

  • Monitoring compliance with procurement procedures.
  • Review and coordination of ToRs and bidding documents.
  • Monitoring procurement timelines.
  • Monitoring contract implementation.

4.5. Environmental and Social Aspects (E&S)

  • Monitoring integration of E&S requirements into Project activities.
  • Coordinating implementation of ESCP, ESMF, LMP, and SEP.
  • Participation in monitoring of the GRM.

4.6. Risk Management

  • Identification of risks (financial, institutional, reputational).
  • Preparation of mitigation proposals.
  • Maintenance of the Project risk register.

5. Expected Results (Deliverables)

The Project Coordinator shall ensure achievement of the following strategic results:

  • Strategic planning and alignment of Project implementation activities;
  • Demonstrated progress in establishment and operationalization of the regional electricity market under Component 1;
  • Achievement of institutional strengthening results under Component 3, including effective implementation and use of capacity-building tools and materials;
  • Preparation of analytical materials based on data confirming achievement of intermediate and final indicators;
  • Preparation of consolidated strategic implementation progress reports reflecting achievements, risks, corrective actions, and future plans;
  • Establishment of structured stakeholder coordination mechanisms to support regional cooperation;
  • Significant contribution to preparation of the Implementation Completion and Results Report (ICR);
  • Development of a sustainability plan ensuring continuation of regional market and institutional capacity development after Project completion.

6. Qualification Requirements

Education: Higher education in energy, economics, management, finance, law or a related field.

Experience:

  • Minimum 7-10 years of general professional experience;
  • Experience in management of at least one major project, preferably in the energy sector or regional cooperation projects, financed by international financial institutions (preferably the World Bank);
  • Experience in the energy sector is an advantage;
  • Experience coordinating regional projects is an advantage;
  • Experience in electricity market development, institutional strengthening, and policy formulation;
  • Experience working with government authorities, NGOs, and international partners.

Knowledge:

  • Strong knowledge of the regional and national energy context of Central Asia;
  • Knowledge of project management, procurement procedures, financial control, and reporting for IFI-financed projects;
  • Strong analytical, communication, negotiation, and stakeholder engagement skills

Languages:

  • Fluency in English and Russian;

7. Contract Duration and Conditions

Contract type: Individual Consultant.

Duration: 24 months (including a 3-month probation period), with possible extension.

Employment type: Full-time.

Duty station: Tashkent.

Financing source: Grant funds.

Selection shall be conducted in accordance with the “Selection of Individual Consultants” section of the World Bank Procurement Regulations (edition effective as of the date of the procedure).

8. Reporting Requirements

Project Coordinator will report to the RMO Director. Regular communication with the Bank, energy market participants will be required.

9. Performance Indicators

  • Timely and high-quality implementation of Component 1 of the Project.
  • Development of the regional energy market in accordance with agreed timeline
  • Achievement of PDO and intermediate indicators.
  • Timely submission of financial, technical reports.
  • Effective stakeholder engagement and problem resolution.
